I'm no expert, but yes, you can run your truck with that carb without the governor or with the governor butterfly valve removed. In your application, the governor throttle plate is secondary to the throttle plate in the carb. No linkages to governor. The governor acts as a spacer, so if you remove completely you may have carb icing and/or vapor lock issues. I'm not aware of rebuild kits. One item that often needs serviced/replaced is the spring. Someone may have removed throttle plate because spring wore out or maybe they just didn't want engine rpms to be governed. The gaskets that go with governors are different from carb gaskets on non-governed trucks but I'm not sure how much difference that makes. Others who know more than me will chime in.
