66' TWPW transfer Case shift question

Just putting truck back together...went for a test ride before putting transfer control levers back in...went to put in gear no go ....Case was in neutral..just went under truck and pulled Hi/Lo rod out for low range..(easy shift by hand).....trying to shift to hi range and it only goes back to neutral ....doesn't want to go into Hi..jacked up rear...rotated drive shafts...no go...should it go in Hi as easy as Low???
