It seems like Dodge has always had a big following with the government purchasers. Military, forest service, etc. Especially in the '60s and '70s? Maybe they were trying to keep the construction costs down. Running gear and frames were always bullet proof. Ford used Dana 60 front and Dana 70 rear in their 1 ton. Dodge used 70 front and rear.
