Surge brakes will lock up in reverse. This is because you are pushing the trailer which sets the brakes. Pulling it forward releases the brakes. That is why you are seeing lock up in reverse and not when pulling it.
Do as suggested. Get the electric solenoid which locks the brakes out only when you are in reverse. It requires a 5 connector flat plug with the 5 wire connected to the reverse lights of the tow vehicle. Some surge brake units have a manual lock out. Check to see if yours has one.
