I just got ahold of someone in the department of motor vehicles. She said that I can ignore all of it as long as I am not filling 2 of the requirements, AND participation in a commercial venture. She said that if I were to transport one of my own vehicles to a buyer that it is kind of a gray area but shouldn't lead to any requirements unless I did it for a normal means of income.
Federal DOT is a little less clear because it doesnt say anything about commerce, just transporting from one state to another through a third....so my annual trip to Iowa?
