I have had people attempt to pass me underneath while I had a hitch in the receiver at least twice on the old 3500 and three times on the 2500 I drive now. I have had no damage in any of these instances. I can't say as much for the the little cars that drove underneath me. So I guess they do qualify as protective steel. My neighbor got the same run around, but he didn't ask as many questions except to ask why they wouldn't just come out and call it a hitch.
The procedure was probably written by a lawyer or lawyers. It probably took at least ten of them to word it just right.
