The law says they are legal, may not be prudent or advisable. But I'm unaware of any law (yet) that "requires" ALL vehicles regardless of date of manufacture to be brought up to the current laws or be scraped.
If he want to make the truck his way it's his right in this free country to do so. perhaps he need to check out some of the other Power Wagon Sites and enjoy the conversions others have done.
