How did water get into the rims? Theory...

Friends, many of you saw how rusty and corroded the rims were before had them sandblasted painted.

I know condensation and moisture can probably get in there but I have a different theory. I think water gets in at the split ring! seriously Could I be right? Take a look at this closeup. Thanks, Cliff
