I'm assuming this is one of those metal rings with "teeth" in them? Magnetic or hall-effect I can't see the paint having an effect unless it's as heavy as the gaps in the ring. If you figure they designed each "tooth" so that the sensor couldn't see the base ring in the gap then a thin layer of paint shouldn't effect anything that I can think of, unless like derek said there was something weird about the paint used, but even then I can't think of what that would be.
