Camshaft to crankshaft timing is different from ignition timing.

A lot of things effect compression.

The head needs to provide a seal for the cylinder

The valves need to close and seal

The rings need to provide a seal

The cylinder walls need to provide a seal.

Think about the cylinder as a vacuum chamber. Any opening or leak will keep it from building pressure just like a balloon with a pin hole in it.

When all else fails go back to the basics.
