Texas uses the Presumptive Value Tax on newer cars (25 years or younger) to prevent cheating, not over $1500.
In your case, IF THE VEHICLE IS OVER 25 YEARS OLD, IT'S EXEMPT FROM THE PRESUMPTIVE VALUE (see the exemptions at the very bottom). You will simply pay the sales price when you purchased it, a bill of sale will suffice.

As for the ID #, either an engine number or VIN/frame number will work. Your best bet is If you want to change the old engine number to the frame number, the vehicle must be also inspected by one of the following law enforcement agencies:

Municipal Police Auto Theft Unit
County Sheriff's Department Auto Theft Unit
Federal Bureau of Investigation
Department of Public Safety Motor Vehicle Theft Services
The National Insurance Crime Bureau (NICB) Vehicle Theft Investigators

They can have an officer come out, inspect, ask question where you explain the situation, and verify. Historically, Texas used both engine and VIN numbers, depending on the county.
