California is just starting to allow illegal immigrants to get drivers licenses. But, I don't think it will make much of a difference in the number of unlicensed drivers. Why bother if you don't have to.
Sometimes, you find vehicles that have gone through multiple owners but haven't been registered for years.
California is just beginning the process of allowing illegal immigrants to run for public office.
