In Idaho all they require is that the tweakers show ID. In Washington, if the seller doesn't have a business license, the yard must wait a week and mail them a check, but if they are a business, they get cash immediately. I strongly suspect that there are middlemen around here who have business licenses, buy from the tweakers for pennies on the dollar, mutilate the stuff so it looks like "junk", and then go into the legitimate scrap yard with what looks like a truck load of real scrap.

I would really like to see the laws tightened down a lot. I sell scrap myself from time to time, and I would be happy to wait 30 days for a check in the mail, just like I do with any other customer. And then the cops need to find the middlemen and bust them for trafficking in stolen property. They pretty well cleaned up the pawn shops that way 30 years ago.
