OK...OK. Not vacuum assisted. As you described, there's an extra diaphragm on top for wiper vacuum. I don't know if it's the sole source for wiper vacuum, or a boost.
Now that I have it out, it's a Carter Model 684 and the fuel end diaphragm is intact.
I actually have working vacuum wipers, so I like this feature.
