"..the DoD has ceased releasing surplus tactical military vehicles outside of the Department of Defense, citing concerns about potential violations of the Clean Air Act".

Apparently tactical vehicles in Afghanistan will be scrapped instead of being brought home and offered for sale here because they may not meet clean air standards. This includes generators and spare engines. Evidently, the military has a waiver of clean air standards for their tactical vehicles and related equipment.
