As gmharris said there is a lot of grey market stuff out there and some of these buyers may have known the risk they were taking.
When I hear a story about someone doing a full restoration on a 1965 mustang only to find out when they try to register it that it was stolen I feel bad for the guy that did all the work, but I also feel it's fair that the original owner get their stolen car back.
It is most likely the international nature of this land rover situation that got federal law enforcement involved. The local sheriff dept has their own stuff to deal with.
