Is there a pressure equalizer valve built into the master? Some have this feature that slides across the feed port when the pressure is vastly uneven. When bleeding this type I like to fill both reservoirs and carefully bleed the master, I loosen the outlet pipes until the fluid seeps out, then tighten, loosen the bleeders in turn starting closest to the master until the fluid seeps. By the time you have done them all most of the air will be out and you can proceed to final bleed them. Only let a little fluid go or the valve will shuttle and prevent more fluid going to the bleeder. The design is to shut off a supply in the event of a hose or cylinder failure. Some other types have individual pistons that achieve the same thing. Have a look here -
