Brake Bleeding Problem

66' TWPW....disc brakes front...drum rear...all new parts...converted to dual master...added aftermarket proportioning valve...bench bled the master...using a Vacula vacuum to try & bleed...starting at right rear.........can't get any fluid to leave the master and enter the system...any ideas???
