I wouldn't assemble a split ring with that much rust on it either. The wire brush idea is fine for light rust, but that rim needs to be blasted or dipped. Honestly I'd get a better rim from VPW or Ric Tudor near Janesville (check the photo classifieds for his parts ad).
Weak rims aren't worth saving and there are lots of rims available for reasonable prices. I'd still blast and paint any rim you're going to mount tires on unless the rim is very clean.
