I used 1. to get the loose stuff off, then 2. for the best ones and the sand-blaster also shot them with zinc epoxy primer. I had to discard a couple that had rust through after blasting, then powder coated the good ones. It was a bit of messing around as the sand-blasting was done at an industrial place some months before and the powder coat was done elsewhere.
