If the accelerator piston pump has a leather piston head you may need to "help" it seal to the cylinder sides by working the leather outward so it makes a snug seal on the walls.

I rebuilt a carter carb on a "Chevy", gasp, that just wouldn't rev up. I asked an old timer who knew right away what it was because he had been there before too.
