You can tap off one 12V battery Pos+ terminal but it causes the batteries to be unbalanced and not charge correctly.
Will work but you run the risk of premature battery failure.
Otherwise you need to buy a converter.
Resistor's don't work so well imo because they rely on the load(draw) to keep voltage where you want it.
If bulbs start burning out(less load) the voltage starts rising, taking the rest of them ,or whatever else you have on that circuit.
