I recently brought across a 55 PW and the US Border Agents pointed out a new policy that started in April, but isn't being actively enforced until October.
I did a bunch of research on my own, trying to find someone to do the documentation, but came up dry. It requires the seller to register and jump through a pile of hoops to sell to Canada.
In the end, I contacted a broker, they contacted the local CBP office and got the name of an agent that said it was an informational thing for a period of time until it is enforced. I managed to get the vehicle into Canada with only the title that I had submitted 72 hours prior to the vehicle crossing.
The Canadian side wanted the title, BOS, as well as the original ad for the vehicle for sale, emails between myself and the vendor, and documents showing how I paid.
