If the wheel cylinders needed replacing, the master cylinder should have probably been rebuilt.
Other possible problems: The return spring is not working properly, the pedal is binding, the brakes are not adjusted properly or there is a leak.
When you stand on the brake pedal hard for awhile, does the pedal begin to sink? If so, the system was not completely bled.
