Initially, you'd think the only (only?) problems you would have would be decreased pedal travel and increased braking effort.

But, all master cylinders require a certain amount of travel for them to work properly. If the pistons are not travelling far enough to uncover the internal ports, the pressure will never relieve properly and your brakes will drag or lockup.
