I have had occasions when the starter would not turn over and yet I still had headlights and other circuits working. In these cases the problem was in either the cable connection at the starter solenoid or the ground connection. It seems as though the connections were sufficient for the lower amperage of lights, etc., but not enough for the starter.
Did I ever tell you I HATE ELECTRICAL PROBLEMS?
