The guys at Cal tech are using a type of 3d printer. It is truly in the R&D stages but they keep knocking down obstacles to cost effective production.
As for the "order of magnitude" statement, that came from a physicist. I had to scratch my head at that one too. But I am told that it's not just hyperbole, and I couldn't begin to explain it. These guys are a lot more familiar with physics than I am and I've seen some of the work they do. It's not pie in the sky. If these guys and others like them are successful, things are going to change drastically .
