The chaparral actually comes back pretty fast after a fire. The last thing nature needs is some sort of aerial hydroseeding of non-native species. The roots of the brush don't die, and they send up lots of new shoots the following year, and most of the annuals in those areas have plenty of seed. It's the first winter after the fires when there's the big risk of flash floods and mud slides.
