The issues here are atomization and flash point. Did you know you can extinguish a lit cigarette in an open gallon of room temperature liquid gasoline? Heat it to within a few degrees of its flash point, though, and watch out! Sawdust is another potent explosive if in the proper concentration with oxygen, ie - atomized. It's just easier to ignite a smaller quantity of anything, especially when it is bathed in oxygen. Now, if you had a gallon bucket of room-temperature gasoline and a lit cigarette the size of a 747, things might go differently. It's all proportion. Again, it's all physics.
