Seems that are two separate questions being discussed here:
Presumably, anyone interested in degreasing metals, wants to do it easily, safely and yet produce a clean substrate in a readily paintable condition. The petroleum based products mentioned ain't goin' to do that.
How about an inexpensive alternative; one that can be used on any metallic substrate without damage? It will not only help degrease but also phosphatize and adjust the substrate surface's pH to about ~6; both conditions making for better paint adhesion (ANY paint). PLUS, flash rust won't immediately set in on the clean, unpainted substrate, thereby buying you more time before coating is necessary.
For paint removal, run through a high (4000 psi) pressure washer, it will aid in paint removal!
Prep-Step is environmentally & user friendly; no mask or glove requirements; it's inexpensive and yet very effective.
