Yes they can be balanced, and it can help. While you are at it though, get the hubs and drums balanced as assemblys. Mark them so if you ever take more than one drum off at a time you will be sure to get them back onto the mating hubs to keep the balance.

Worn steering knuckle bushings, worn tie rod ends, loose steering box, loose wheel bearings, and bent wheels should be corrected as they can amplify out-of-balance tires.

It's amazing how the little jobs turn into big ones. Good luck
