One of the beauties of Zero Rust is that it comes in aerosols (in addition to bulk) and is ideal for exactly what many DIYer's are looking for: ease of use, no cleanup & mess, No ISOCYANATES or Lead to have to suit up for and very effective rust control. Topcoat it when you're completely done IF you want to, your option.
In addition, there's no need to use yet another product prior to shooting ZR; wire brush to remove loose rust, rinse off/clean up and SHOOT! At $7 per Black rattle can, you can still afford to take momma out to dinner, to boot...
