Try cleaning it with a good solvent. Be careful that it does not eat the plastic. You can also get one of the vynal steering wheel wrap kits.

I was able to clean mine and stop the stickyness with just a good soap and scrubbing at it. I have also used a high quality auto paint to give the steering wheel a better surface.
