If it's not hard, the clear coat will tend to tear instead of cut. I guess, after a certain point, it just becomes harder to work with. That's where experience comes in. But I'd err on the side of the clear coat being fully cured. It's not going to stand up against sand paper even if harder.

In my limited experience, the problems you are having is caused by the air pressure being too low and/or the product not being reduced enough so that it doesn't spay and flow well. Then you attempt to get the product to flow by putting the product on thicker which causes orange peel.

Make sure the pressure at the gun is high enough after you pull the trigger. You need a gauge and regulator on the gun. And, a big enough compressor and tank are a must. Make sure a restriction or filter is not causing a pressure drop.

Also make sure the reducer is slow enough for conditions.

There are many good Youtube videos. Watch enough so you have the process sorted out in your brain. Then practice cutting the clear coat on a fender that you can easily re-coat.
