If you have runs, you need to use a paint run file. This will take it down then finally sanding. But the run file can and will scar the paint adjacent to the run if your not careful to stay right on top of the run.

Go to the Auto Body Shop forums and search for runs in clear coat. You will find lots of info, including proper use of the run file. The files are cheap and Len sells them on that site.
