I still think that what matters to a carburetor is engine HP rather than displacement, since the rate of fuel burned is more proportional to the HP than to the displacement. A high-revving, small-displacement motor is going to need about as much fuel per hour as a slow-revving large-displacement motor.

Relative displacements might be a meaningful starting point for carb settings if you're comparing similar types of engines, but not if you're comparing, say, a 6-cylinder flathead, to a big-block V8, to a Japanese 4-cylinder.
