The problem with regular brakes vs the e-brake is that the first is designed to work more often and harder than the e-brake. Besides being simpler and not needing adjustment the cooling capability of a disk is far greater than a drum, the are also almost always boosted to allow for much higher clamping forces, so for a moving vehicle disks work better.

A drum can generate the same size stopping force (or more) for the same input force, but they are more prone to fade due to heat, so they are great for holding something still or an emergency stop where you don't care about the second, third, or 10th stop in a row, you just need the one.

The drums on these trucks should easily be able to do as well as Ray's disks, but getting them properly adjusted to work that way is much more time consuming, and harder than just bolting up a pair of disks.

Of course the other advantage of the e-brake on our trucks is that it's mounted at the transfer case, so it has the mechanical advantage of being before the axles so it gets the reverse mechanical advantage that offers.
