adjusting brakes

someone said something in the last forum about adjusting brakes the proper way. i figured bring them up till they touch and back them off a little ??. is this the way that it should be done. do you do the same all around. im not a speed demon but its nice when it dont pull your arm off when you stop pulling left or right. everything is cleaned up and moving nice. so she should stop on a half dollar
