What is the runout on the wheel bolt flange on the new hubs? You have something that is setting up a vibration with is building a harmonic that takes you into a death wobble. There is still something loose some place as a unbalanced tire or out of round hub should not give you a death wobble.
Put your tire pressure back up to 45+. 25 is way too low and that will accent any wobble as the side walls will really start working.
