from your description of the tape sliding and disengaging with the teeth, it sounds like the tail of the regulator and/or the housing is out of whack. what typically lets the tape slide is that the tail has been straightened out somehow letting tape disengage from the teeth. in the picture the housing on the left has a tail that has lost much of the original curve that is supposed to be there. the housing on the right has the correct shape. I do not recommend trying to put the curve back in yours. I broke several tails before coming up with a process to re-form the housing and tail.
