Probably has to do with state laws. I have my Desoto through Hagerty, but when I wanted to insure the PW until it was road worthy (home-owners won't cover the vehicle while it's under restoration), they said no because my final use will be more like you described.
Currently it's under my normal auto policy but the coverage probably wouldn't come near replacing the parts costs.
