Here is what I did:
With the wheel laying on the floor with the split ring facing up, use a drill and hole saw to drill a 1" or so hole thru the tire just above the gap in the split ring.
Use a sawzall with a metal cutting blade and cut from the hole you just made down thru the gap in the split ring and all the way to the rim. This cuts completely thru the metal bead and the tire will release its grip on the rusty pitted rim.
Of course, if you want to re-se the tires, ignore this suggestion and go to plan B.
