It's hard to say exactly what's going on when it comes to weird antenna effects at high frequencies. One of the first things you learn when trying to keep radio interference inside or outside of an enclosure is "everything's an antenna". Grounds become less important the higher the frequency, mainly because the path to ground is so inductive that there might as well not be a connection. 300 MHz is not super high by today's standards, so I suppose there could be some grounding effect. All in all, it would take some careful investigation to figure out what exactly is going on. Unfortunately there's no such thing as a magic spray that makes radio signals visible.

One thing I'm quite sure of is that it doesn't involve any sort of complicated resonance with water molecules. But it's no surprise that a British guy would start with the most complicated explanation first. British engineering tends to be that way -- lots of fussing over irrelevant details while missing the big picture.
