You probably can if you take of the side panel behind the wheel. On the other hand, if it's an old engine, are you sure you don't need to take off the manifolds for something anyway? A lot of times the heat riser flapper is stuck or there's a crack in the exhaust, usually near the rear. If you'll have to take it off anyway, might as well do it now and fight all those rusty nuts and studs. Then while it's off, it's easier to work on the valves.
Strange that they broke free and then re-stuck. Did you oil them? Is there reason to think they're not getting oil?
