That's got to be the funkiest turbo arrangement for a flathead that I've seen. I'd like to see a picture of the business end of it, plus some indication that he actually ran it.
I've always thought that the only way to make a turbo work with a carburetor is to either put the carb in a box and pressurize the whole box, or put the carb upstream of the turbo and compress the explosive fuel-air mixture. Carburetors are not meant to hold pressure above ambient and various weird things can happen if you push air into them, from air leaking out around the throttle and choke shafts to blowing fuel backwards out of the bowl in various ways. If nothing else, I hope he had a large fire extinguisher handy when he fired up this Rube Goldberg contraption.
