Most good shops now a day use walnut shell to remove the paint & then they go over it with garnet to remove the rust.
It's a nice thought to use soda or strictly walnut to preserve the factory finish on the steel but unfortunately even vehicles from CA & dry climates have lots of surface rust that these products won't remove.
Soda will work great but you're still going to have to go back over many areas with some form of sand or glass before it will be ready for primer.
