Wheel and Lock Ring Specifications?

Does anyone have a reference to use in the evaluation of wheels, specifically the lock ring (non combat)? What specifically constitutes damage? How much rust? Anything that can be measured like circumference or gap? When do dings dents and scrapes become damage that requires replacement? Absent a reference, how about those of you trained in the industry (Mike)? Absent the above when do you call it quits on a ring or wheel?

I'd rather learn myself than pay someone else to learn for me.
