The gasket on the top is there to prevent sloshing, and will seep a bit if you fill above it. So putting the filler high won't give better capacity.
And so far access goes, I used to screw in an adapter to bigger pipe, and use a 4" length of pipe with a bell and plug. That made it easier to keep full.
