Nope. Not running. On the truck or on the bench in a bucket like this. Since you are not using vacuum but mechanical force like this, it will just tell you if your passages are clear. However, it will give you a sense of how much pressure it takes to move the piston and how much resistance is in the spring.

In my experience, surging usually indicates a vacuum leak. Not saying GM's advice isn't accurate also, just sharing my experience.

Have you checked all of the holes in the intake manifold are plugged tight? If you have vacuum wipers, have you plugged the wiper vacuum pipe to make sure the wiper hoses are not broken, leaking, or disconnected from wiper motors? Do you have vacuum brake booster or boosters? If so, plug off the booster connection also.
