You may well be having trouble with the accelerator pump. It took me about a year to figure this problem out, largely due to help from Bob Jones and Vaughn.
If it is a NOS pump, or one that has been rebuilt by someone? If NOS maybe the acc pump bore needs to be honed. If they used a kit they probably have too strong a spring and/or leather is too stiff.
